No, because RPM doesn't have the essential property that jhbuild and
OSTree that it *parallel installs* inside your existing distribution.
You don't need to wipe/endanger your "stable" distribution to use
OSTree.

(There are also a lot of other totally awesome things about OSTree
compared to RPM, like the ability to bisect across operating system
builds, the fact that the upgrade process doesn't randomly rip away
files underneath running processes, etc., but the important part is the
parallel install).
