For the initial package set, the equivalent of @development-tools from Fedora
is key.  And the version control systems.  And Docbook ideally.

So something like:

@development-tools cvs hg git tar gzip unzip docbook-style-dsssl sed
docbook-style-xsl docbook-dtds docbook-utils
