Extra empty branches in gnome-devel-docs git repo

There are two branches, hig-2-1 and hig-2-3, that are completely
empty. I'm not really sure where they came from. Remnants from
when we imported the HIG into gnome-devel-docs?
Calum, I don't want any of your stuff to get lost. So if this
is going to cause a problem, please pipe up.
