gzip output filter enabled on selected sites

Howdy,

I turned on the gzip output filter (provided by mod_deflate) on selected wgo
sites. Currently it only deflates text/html text/plain text/xml and text/css
content on blogs.gnome.org and planet.gnome.org (and the other planet sites
hosted on window). This makes all of those large-content sites WAAAY faster,
and will hopefully not have an overly hideous impact on CPU... I'll watch it
to see how it goes.
