Changes made to RT

I made the following changes to RT:
- Didn't know the root password, so changed it and stored the details
  in /home/admin/secret/rt3 (I do NOT want my normal user to have
  rt3admin rights)
- I moved the queue status scripts from gpastore in /home/admin/bin and
  enhanced them to show 'Waiting for'. This is a hack as it just shows
  the persons cc'ed on the last comment. If the ticket is currently
  stalled after a mail (meaning: reply, not a comment) to the requestor
  the Waiting for will be incorrect.
- Changed the initial response template to include a link to
  www.gnome.org/rt3-stats/.
- I added a queue for svnmaster (subversion).

I'm planning to mail the current persons with an new/open/stalled ticket
in accounts/membership queues to inform them about
www.gnome.org/rt3-stats/.
