I don't know who's running the MOSS program, but I would not assuming that missing the deadline is automatically disqualifying. If you can pull something together quickly, you should still submit it.

This week is going to be a very slow week in the US due to holidays, so I'd be surprised if any of this is going to be seriously processed before early December.
