Yes, you should fill a bug against DL here: 
https://gitlab.gnome.org/Infrastructure/damned-lies/-/issues
As far as I remember, we have the same issue with some modules in the 
GNOME French Translation, but I don’t know if it is a licensing issue, 
as the file in distributed with the software sources which have license 
information. Don’t know 🤷.
