DL Error : File not UTF8

Hello,

Lately I'm getting strange errors, that I can not make sense of. Looking at the e.g. Sloveninan translation of evolution package in DL https://l10n.gnome.org/vertimus/evolution/gnome-40/po/sl/ it shows an error that it is not in UTF8.

But it is!

Is there a way to find out, if there is maybe a character there, that's causing the problems?
