I can't speak for Bilal, who is the maintainer of the application, but as someone involved in translations this doesn't seem right.

I remember the few emails about the situation with Croatian translations and coordinator. I think it's not up to app maintainers to bypass the translation process. I believe the Croatian team's situation should be sorted out. Unfortunately, I can't help you with that.

I leave it up to Alexandre Franke and/or Claude Paroz to confirm what I'm saying, as I am a simple translator.

since May 21st 2020, my Croatian translation for "App Icon Preview" exists at https://l10n.gnome.org/media/upload/app-icon-preview-master-po-hr-964510.merged.po, but the Croatian coordinator isn't releasing it. As I've had many discussions about the Croatian coordinator in the past at "gnome-i18n gnome org", maybe you can convince/ask him to release it, or even release it yourself.
