New module: Amtk

Hi,

The Amtk library was first developed inside the Tepl git repository, but
it has been moved now to its own git repository.

Note that both Tepl and Amtk are not part of GNOME core, but more or
less follow the GNOME development cycle. Tepl and Amtk are currently
used by GNOME LaTeX. It is planned to use Amtk in Devhelp.
