bijiben work fine on Vietnamese. I'm using Debian sid.

What is its version?
$ bijiben --version
Notis GNOME 3.20.2

Make sure than mo file is exist. If not, reason may be version is too old or OS distribution not include it.

$ ls -la /usr/share/locale/fur/LC_MESSAGES/bijiben.mo
-rw-r--r-- 1 root root 6893 Th04 10 19:15 /usr/share/locale/fur/LC_MESSAGES/bijiben.mo

You may create it by yourself for testing:
$ sudo msgfmt -c -o /usr/share/locale/fur/LC_MESSAGES/bijiben.mo fur.po
