Back in the day we could always could on intltool-update to do the
job.  Nowadays things are... complicated :).  Would it not make sense
to request that all projects provide a specific command (whether
intl-tool update or not) that updates the messages for a particular
language?  That way damned lies won't have to do so much maintenance
work, and the developers are familiar with their own build system
anyway.  Also life becomes easy for those who have the habit of
committing to git directly.

I would like to fully support this claim.
Having to use the software build system to update .pot or .po files is a BIG loss for the translation toolchain. The patch recently added to Damned-Lies to be able to properly rebuild pot files for meson-based modules are mainly hacks, not a proper resolution.
