Something like " could easily exist without any actual tags, and
thus wouldn't be handled by this heuristic. However this case is
difficult to detect without getting false positives. If it is known
about the GNOME docs that all strings must be valid XML (or if any
other strict conditions can be inferred) then the heuristic is easily
improved.
