Pan Manual removed

Hi fellow translators,

Just to let you know that for now, I've removed the Pan Manual from
http://l10n.gnome.org/module/pan2/. After discussion with Pan
co-maintainer, we have agreed that this doc is too outdated for
translation. 

I plan to rewrite it during the Brno Docs Team Sprint in February, so stay
tuned. :-)

To save the current translators some time, I'll try to reuse some of the
strings/segments.
