You have to inform the i18n-list when you create a branch that is then
defined as stable/string-frozen. i18n-team will assume this on branches
that are called gnome-x-y (e.g. gnome-3-2) but you don't have those in
libpeas.
master is string-frozen after a GNOME release until you announce such a
branch.
