gnome-user-docs 3.2.1 freeze

gnome-user-docs is now frozen for 3.2.1. There will be no more
string changes between now and the 3.2.1 release on the 17th.
After 3.2.1, we'll make changes again, and re-freeze a week
before 3.2.2.

Docs team, please feel free to continue making commits in your
local repo for the next week. Just don't push them to gnome.org
until after the 3.2.1 release.
