The problem is our good old xml2po. It cannot handle things properly,
which should be actually untranslatable. Once the successor itstool [1]
is established, we don't have to annoy about such stuff any longer. A
Fedora package is currently under review [2].
BTW, some of the "comments" are just artifacts from the early state of
the user manual, just stubs. For my, I have copied the contents, because
it is not useful. Once these strings change to real information, we will
be get informed by the D-L tracker anyway.
