First of all, Solang does not have a conventional preferences dialog.
Atleast not yet, and we are not in an hurry to add it. The idea is to
make things "just work" and avoid providing a knob for every possible
setting.

Secondly it is possible that people might want to use a tag attached
to a bunch of PDFs with photos. Novices may not need it, but it is not
that uncommon either. eg., the same tag can be used to mark conference
slides and photos. In such cases, going through a Edit -> Preferences
-> ... -> Show All Tags can be tedious. So we wanted to provide it as
a menuitem, and as a context menu entry for the TagView along with
other common tasks like creating and attaching tags. That way its not
distractive, and still quickly reachable.
