Erdal, maybe the issue is having the -dev packages installed. I can't
help you with that because I'm using Gentoo, which doesn't separate
packages between -dev or not.
As Ignacio said, it's ./autogen.sh, not configure. The configure
script is created by autogen.sh.
I said I couldn't test the plugin, but now I realized what did I do
wrong. (I should close _all_ running instances of gedit!.) Today I
tested it, and it's great!
Install the plugin, launch gedit, activate the plugin, configurate it,
open the side pane (F9) and have fun :)
By the way, pt_BR for open-tran.eu is pt_br.
You can navigate with the keyboard to the side pane pressing
(shift+)control+tab.
