Hard code freeze break request for #416436 (gnome-system-tools)

Hi!,

#416436 [1] is about marking a non translated string as translatable,
according to the i18n team rules[2], I do not need explicit approval
from them, but I guess I still need the hard code freeze approval, sorry
for being too late, I hope this gets sorted out before I have to make
the 2.18.0 release :)
