I did translate the gnome 2.14 release notes.
If you look here:

You will see that they transform just fine, but look at the second
paragraph:
The names of the sections contain the English phrases:

They should not contain them! I think - the XSLT transformation gets
that I am using Bulgarian language (the quotes are the 9966 type -
which is fine) - but there is sth wrong with the xslt transform.
The following language has a similar problems:

It appears that the bg.xml file with the localisation to Bulgarian has
not been updated,
and there are untranslated strings in it.

There has been a similar issue with Greek and the Release notes, see
http://mail.gnome.org/archives/gnome-i18n/2005-September/msg00087.html
I suppose you have to contact gnome-infrastructure to update the
specific file, to get it right for the current release notes.
When you update bg.xml, it's find to keep it as UTF-8 rather than those
entities.
