"Proposed" section on the GNOME 2.16 translation status pages

I have tried to add a "proposed" section on the GNOME 2.16 translation
status pages. It should show up shortly if I didn't screw up.
The four modules that have been moved there are "alacarte",
"gnome-power-manager", "orca", and "tomboy". Those are the proposed
modules that are currently listed on
http://live.gnome.org/TwoPointFifteen .
