The first thing you ought to do is to get in contact with the GTP
language team for your language. In the case of Urdu, there is already a
team. You can find the name of the coordinator of the Urdu team on
http://developer.gnome.org/projects/gtp/teams.html.

Please contact this person. He should be able to help you get started.
