I believe that the translations for "az" should be separated into az_AZ
and az_IR. I can't recommend a default "az", since while Azerbaijani has
official status in the Republic of Azerbaijan, the number of speakers of
the language is much more in Iran than there (The CIA World Factbook
gives eight million people for the total population of the Republic of
Azerbaijan while between 15 and 18 million for Azerbaijani speakers or
ethnics in Iran).
BTW, Kurdish and Turkmen also need the same separation for Iran, since
they are written in the Arabic script here.
