These are the Arabic entries I could find in the gui/gdmlanguages.c of
gdm2:

        /*Note translate the A-M to the A-M you used in the group label */
        { N_("A-M|Arabic (Egypt)"), "ar_EG", NULL, 0 },
        /*Note translate the A-M to the A-M you used in the group label */
        { N_("A-M|Arabic (Lebanon)"), "ar_LB", NULL, 0 },

And these are the corresponding entries in config/locale.alias of gdm2:

        Arabic(Egypt)           ar_EG.UTF-8,ar_EG
        Arabic(Lebanon)         ar_LB.UTF-8,ar_LB

So if you don't have the ar_EG or ar_LB locales installed on your
system, I guess you won't get any Arabic entries listed in GDM.

You should probably file a bug report about this, explaining the problem
and which Arabic locale(s) you want to be added in GDM:
