If you check

you'll probably see that Albanian team is doing very well already --
it's one of few languages with 100% support for Gnome 2.6 (if not
100%, it might be a string or two short).

That means that GTP has no reason to be dissatisfied with the
Albanian coordinator, because he is apparently doing a great job.

That also means that if you want to "take over" coordinator role for
Albanian, you should probably contact Laurent Dhima, current
coordinator for Albanian, as listed on GTP Teams page:

Still, with him doing this fine, I'd strongly suggest against asking
for replacing him, and rather cooperating with him to enhance support
for Albanian.

As for Turkmen team, I believe it was recently announced, and they
seem to be just starting.  Still, with coordinator already chosen
(Ghorban M. Tavakoly), you should probably contact him to discuss all
this between yourself.
