Then, I think it's a bug in latest intltool:
gandalf:/srv/l10n/cvs/eggcups.HEAD/po# intltool-update -P
sh: line 1: PACKAGE: command not found
gandalf:/srv/l10n/cvs/eggcups.HEAD/po# intltool-update --version
intltool-update (intltool) 0.31
