This is a duplicate of another bug (bug #144725).  If you change line
"DOMAIN = $(PACKAGE)" to "DOMAIN = $PACKAGE", it seems to work fine.
Daniel Elstner suggested another fix in the bug #144725.  You may
want to test that one, and if it works (it's crucial that there're no
regressions in other, old modules which don't use Makevars), please
report it there. Thanks.
