No, it's my understanding that this is the intended behavior.  Entities
are an XML serialization thing.  A po file is not an XML file, and so
shouldn't really be using XML serialization.  Thus, &foo; inside a po
file should be regarded as the actual string &foo;, and it should be
escaped appropriately when serialized into an XML file.

Of course, following that logic, when I put “ in an XML file, the
entity shouldn't show up in the po file, but rather â should.  Which, of
course, is not what happens.
