Using gettext tools it is easy to fool such rule:

    1. Use msgen to initialize an English "translation" file (dummy.po)

    2. Merge it with your partly done translation (LL.po):

       msgcat --use-first -o fake-LL.po LL.po dummy.po

Now fake-LL.po is completely translated and it should work with the KDE
tools.
