I think so, yes.
I don't think new packages will be made inbetween the "final tarballs"
and the "final relase" unless serious problems show up in testing, so I
don't think translation updates will be sufficient for updated packages
in that period. So translations should probably be committed before the
8th if they are supposed to get into the 2.4.0 release.
Also, it's entirely possible that some module maintainers will even make
their final tarballs earlier than the 8th -- such things have happened
before -- so don't wait with committing until the last moment.
But remember, if the translations don't make it for 2.4.0, they will be
in 2.4.1 and later versions, so just keep the translations coming. :)
