Hindi is now partially supported (54%)

Hi,
 Hindi is now 54% in gnome essentials , so maybe it should now be
moved to partially supported list at www.gnome.org/i18n/ . 80% is bit
far, maybe we will reach upto 60% for 2.4, will aim for 80% in 2.4.1
