yelp issues

Hi

Where is the yelp start page located? ( or what needs to be translated
so it appears translated )

Also, when going to an application manual by navigating in yelp, it is
shown in english. When pressing F1 in the application it's shown
translated. How to convince yelp to show it translated in the first case
too?
