I think a well-code program stores all the dialogs and menus which belog together in single files. At least we can assume that they are close together in one big file. Thus it should work in most cases to check for duplicates only in strings from the same file. For programs with a single UI-file a "LOC-distance" between the strings could be used to differ between the dialogs.
