gettext-0.10.40 is released

GNU gettext 0.10.40 is available from ftp.gnu.org and mirrors. The
only significant change is that the libintl library is now covered by
the GNU LGPL. The tools are still covered by the GNU GPL.
This change was done upon suggestion from the GNOME project.
Well, to be honest, it was more than a suggestion. It was a blackmail.
