Seems that's the way it is, but AFAIK 0.9 is the latest release of
xml-i18n-tools.

"Application X needs xml-i18n-tools from CVS because of bugfix Y or
feature Z" - where have I heard that before... ;-)
/me thinks it wouldn't hurt with a little more frequent releases of
xml-i18n-tools
