new dia release

We will be making a new dia release soon, so here is a heads up for
translators.  We recently changed over to using xml-i18n-tools for the
.sheet files, so all the translatable strings should now be in the .po
files.

There is a test tarball (if that is more convenient for you) up at
  ftp://ftp.gnome.org/pub/GNOME/testing/dia-0.89-test.tar.gz
