ggv: add xml-i18n-tools support

I'd like to see xml-i18n-tools suppord added to ggv. Essentially this
means, the translators do not have to mess around with ggv.desktop any
longer. It's needed to add checks for xml-i18n-tools and than to apply
the appended patch.
If you don't mind I can try to work out the rest and to check in the
patch.
