I think this sounds like an excellent solution. xml-i18n-tools already
supports merging back translations today, at least oaf description
translation works that way AFAIK (since oaf needs to have the original
text and all translations in one file). It might be worth discussing
with the xml-i18n-tools developers.

Another advantage of using po file format for the glossary would be that
we could merge existing translation memories we have made into the
Swedish dictionary. The translation memory I have here contains a good
deal of common one-word GNOME translations already, so it would solve
some duplicate work.
