RELEASES: xml-i18n-tools and oaf

I am making a release of xml-i18n-tools. I'm just doing it now instead
of giving two days' notice, because it has no translations or
translatable strings.

I will also make a release of oaf some time on February 14th or 15th,
this is your two days' notice. I may make minor tweaks but do not
expect to alter any strings. This release will be off the
oaf-stable-0-6 branch, as usual.
