Theoretically, glibc 2.2 should work with the following name
without differences:
zh_TW, zh_TW.Big5, zh_TW.big5

Yes, it's the problem of XFree86.
Add an entry to locale.dir would solve it.

We(CLE) decide to change the default locale name
of traditional Chinese(big5) to
zh_TW, but keep zh_TW.Big5, zh_TW.big5
for backward compatibility.


BTW, I am going to release CLE v1.0-PRE1
which based on Red Hat 7.
I'll send it to Red Hat Japan.
