As far as I can tell, libxml always and is still installing its headers in 
includedir/gnome-xml/

BUT:

mathieu hackeur:~/src/scripts$ xml-config --cflags
-I/opt/gnome/gnome-xml/include/gnome-xml

This has been the case for all stable 1.x releases...
