For what it's worth, I'd like to opine that Windows' MDI interface is
one of the most annoying setups I've had the misfortune to use.
There's nothing intelligent that can be done with the titlebar of the
swallowed window, and besides, despite its awesome complexity, X11
doesn't actually support window-in-window MDI.

One day someone will actually implement a global menubar option for
GTK+/GNOME, and the GIMP can use that.

Until then, I suspect the best option is a copy of the menubar in
every image window, or to have the menu float "attached" to the
window's edge like wterm (did I mention
http://nether.net/~screwy/wterm.png ?)

For my part, the biggest annoyance with the right-click menu is that I
can't use the right button as "erase" or "draw with the current tool,
but the background colour". There's not really any "objects" in GIMP,
that a context menu could apply to..
