Frequency of use isn't a rule, it's just a design consideration. People
also want to be able to predict where features are located and organizing
interface based on frequency of use would be very confusing. Once you
get past placing "exit" at the end of a menu, frequency gets pretty cloudy.
What if "cut" were rarely used? Would you take it out of the copy and
paste group? Would you separate out "color preferences" by frequency of
use or by application structure?
