Often, there are two versions of icons in a file's resource fork.
One is for normal (32x32) display, the other for small (16x16).

For example, one could have a folder icon:

........#XXX#...              ....###.
...##########...              .######.
...#OOOOOOOO#...              .#OOOO#.
...#OOOOOOOO#...              .#OOOO#.
...#OOOOOOOO#...              .######.
...#OOOOOOOO#...

  Large version            Small version


With sampled shrinking of the large version (like Gnome Panel does),
it will come out kind of blury:
