the panel is of course not required ... but you'll miss out on all of what it
does and all it's bugs :) ....

however I think the panel IS part of the default gnome enviroment, just like
gmc or the help browser is ...

but nothing is completely needed to run some gnome apps (or all of them
except the panel if you really wish ... except for applets of course
which only workl on the panel:)
