Key bindings

Perhaps I have missed something, but, can't Fx be used to key-bindings. The
options which will be the same in all the Gnome aplications won't be more
than twelve function keys and exit (esc). Why not use them and let the WM
and programs to use Ctrl and Alt keys? Little problem, I am not sure F keys
should be available for other task.
