	I contacted the author of New Menus for Windows.  He's written
back.  It seems that he is still trying to program UNIX interfaces into
Windows.  (Only now he's using Linux desktops)  We might be able to get
him interested in this project...  Here's his message:

The project is frozen since 1 1/2 years. If you are interested to have a
look at the alpha/beta-version of New Menus Window Manager 2.0 please
refer to ftp://ftp.isp.uni-kassel.de/nmfw/beta which has implemented a lot
of new things. I'm thinking about to make it to freeware. But I'm not
sure, if I will put significant work to it.

BTW: A few month ago I tried to port KDE to cygnus portable layer for
NT/95 just for fun. Finally I wasn't able to finish this, because I had to
make significant changes to qt. Because the license problems I stopped
this.

If I have a little bit time, I will have a look at gnome.
