Not THAT clearly.  Page Setup describes how the document will be output to
the printer.  Page Setup is relevant even when the application has no
context of WYSIWYG, meaning you can have data that has NOTHING to do with
margins and it's still relevant to encase the entire batch for output w/
page margins.

This is kinda like setting big-endian or little-endian when you save a sound
file.
