If you can log in session before panel crashes, then you can do `gnome-panel --replace &` from terminal to detach it from session. Then you can try to reproduce problem running panel from gdb.

I'm investigating an error with the gnubiff applet which causes the user session
to die and the libpanel documentation led me to think that I could use
and 'out of process' applet to localise the error.
